Protests Dog Cruelty Through Chaining

WITI-TV,
MILWAUKEE -- Chained and determined. A Milwaukee woman is living
on her lawn to help stop inhumane treatment of dogs.
She
and nearly a hundred people across the country are taking part
in a Chain Off for the group Dogs Deserve Better. The hope is
to bring attention to dogs that are chained outside for long periods
of time without food, shelter or human contact.
Penny
Wagner, who sports a dog collar and is chained to a stake, plans
to stay attached to a doghouse for 24 hours. She says if people
cannot take care of their pets, to turn them over to rescue groups.
