Ohio -- The Belmont County dog warden responded to 127 Marcatan
Street Friday for a call that originally said a dog was frozen to
the ground.
Jesse James, a male black lab, was not frozen to the ground, but
badly
tangled in his chain and could not move.
If someone hadn't noticed his immobility and called the shelter,
Jesse may not have been alive by morning.
Not only was Jesse stuck in one spot, he had no food, water or shelter.
The dog warden seized the black lab, and told the owners they will
either agree not to own an animal for two years or they will face
criminal charges.
The dog is expected to survive.
